1/7 - Complete a Cannabis Business License Application Using the Department’s Online Licensing and Registration Portal
- Applications are only available during an open application phase and may require a submission fee (see Application and Fees Table Below for details)
- Social equity status, if applicable, is determined during the application scoring process
- Offers for license award are determined by scoring
2/7 - Obtain and Maintain an Active License
- IDOA reviews scoring and notifies applicants of their results
- Applicants accepting their award offer may be required to pay a license award fee and complete additional requirements within a specific amount of time, as communicated by the Department
- Licenses are subject to annual renewals
3/7 - Credential Employees/Principal Officers using the Department’s Online Licensing and Registration Portal
- Each agent or Principal Officer will need to register an account and apply for their ID card
- Agents will need to upload the following with their initial application:
- Their digital photo
- A copy of their valid driver's license or State issued ID card
- A document verifying the applicant's place of residency
- A copy of the applicant's social security card
- Fingerprint consent form copy that was provided to the livescan fingerprint vendor within the last 30 days
- ID cards are renewed annually
- $100 application fees (for new IDs and renewal IDs)
4/7 - Register Vehicles
- The Department requires transporter vehicle details, including but not limited to:
- Vehicle make, model, and year
- Vehicle identification number (VIN)
- License plate number
- Insurance policy information
- Multiple image uploads
- When a vehicle is registered, a registration certificate is issued
- The vehicle registration certificate must be printed and placed in its corresponding vehicle
5/7 - Obtain Access to the Department’s Seed to Sale Traceability Program
The Seed to Sale System is where all inventory is tracked and ultimately manifested for delivery
- Create a Metrc Learn account and select the “IL Transporter” training path: https://learn.metrc.com/learn
When prompted, enter your NLS transporter license number to link your training record - Complete the required credentialing modules
After credentialing is verified, your company account will be activated in Metrc production

6/7 - Review Cannabis Regulation and Tax Act Statutes and Rules
- Ensure your organization is continually meeting all applicable CRTA statute and rules (410 ILCS 705 & 8 IAC Part 1300), with the understanding that licensed transporters are subject to IDOA inspections and may be required to attend future compliance-related events
7/7 - Notify IDOA of Your Organization’s Anticipated Operational Start Date
- Message AGR.CannabisTransporting@illinois.gov no less than 30 days in advance of your first anticipated or scheduled transport
Include a subject line reading “Transporter Notification of Operational Start Date”, and reference your licensed organization name and license number within the message
