How to apply and become operational

Verify Address (Step 1/8)

  • Make sure you have a 911 address (Contact your county for more information)
  • We need a Facility Address
  • We need a Mailing Address
  • We need the name and address of the registered agent recorded with the Illinois Secretary of State
  • Longitude/Latitude (GIS Coordinates)
  • Find Registered Agent with the Illinois Secretary of State

Fill out Application in NIC Licensing Solution (Step 2/8)

  • Applications are only available during an open application phase
  • Non-refundable application fee
  • Social equity or Not (documentation and payment)

IDOA Reviews Scoring (Step 3/8)

  • Results will be provided for awardees and non-awardees via email

If you received a notice of award:

  • Timeline for payment (See your specific award notice)

Pre-Construction Blueprint Review (Step 4/8)

  • At this stage, full construction blueprints should be made available to IDOA
  • Security plans must be reviewed and approved by the Department of Agriculture

Construction Check Points Review (Step 5/8)

  • Need to be compliant with 2018 Energy Code and meet the environmental requirements in rule
  • Once plans are approved, the Division of Cannabis Regulation will issue construction permit

Pre-Operations Inspection Verification (Step 6/8)

Start Credentialing Employees/Owners in NLS (Step 7/8)

Agents will need to upload the following:

  • Digital photo for credential
  • A copy of the applicant's valid driver's license or State issued ID card
  • A document verifying the applicant's place of residency
  • A copy of the applicant's social security card
  • Fingerprints collected by a livescan fingerprint vendor within 30 days of application

The application fee is $100

IDOA reviews Employee Credential Application (Step 8/8)

  • IDOA will review within 30 days after receipt
